Incident Commander: Emergency Response© is a 24 hour, management level course for emergency managers who wish to go beyond the basic organization and management skills. This course focuses on the knowledge and skills needed to effectively manage large or small emergencies using the Incident Command System. It also provides detailed information on incident planning and prepares you with knowledge, techniques and materials to develop, implement, evaluate and revise incident action plans. Hands-on exercises utilizing actual incident operations including hazardous materials spills, floods, searches, fires and VIP visits, reinforce each lesson. The graduate will be prepared to manage Level 3 Incidents and fully support Level 2 Incidents.

| COURSE OBJECTIVES |
| Upon successful completion of the course, the student will be able to: |
- Describe the information an incoming Incident Commander needs from the Initial Response Incident Commander prior to assuming command of an extended emergency.
- Describe the roles, duties, and responsibilities of the Operations, Planning, Logistics, and Finance functions in an emergency operation.
- Develop a set of incident objectives, given an emergency operation and agency constraints or direction.
- Describe and perform the Incident Commander’s role in the incident planning process, using incident objectives.
- Develop an incident action plan, using incident objectives, strategies and tactics.
- Conduct a briefing using the incident action plan.
- Describe the Incident Commander’s role and responsibilities in coordinating and directing the Command and General staff.
- Identify and describe activities and issues that would require the Incident Commander’s attention and indicate actions the Incident Commander would take to resolve those items.
- Describe the various ways a unified command structure could be established in a multi-agency emergency operation.
- Describe the role and responsibilities of Incident Commanders in a unified command, emergency operation.
- Describe the Incident Commander’s role and responsibilities in demobilizing an extended emergency operation.
